I have no idea what white on white racism is. I assume though that even with the oppressed group developing and breeding and then naming their breed using a term that can be offensive it can still be racist?

Yeah, white-on-white racism is a jokey term I just created(and I can see how it might be misleading) meant to reference racial heirachies of whiteness in Europe. So, pretty much what Liszt sad. A lot of Europeans aren't considered "white enough"...and have faced different kinds of oppression/discrimination/domination based on dominant race theories on white purity and supremacy...generally, Southern Europeans and Eastern Europeans(white people too close to the equator/or closer to them darkies...and white people too close to them Orientals).

I'm not sure Puerto Ricans or Mexicans are ever going to achieve the "less white than whites but still white' category. It seems to be a selective club based on some mix of culture and skin pigmentation I will never fully understand. The paler you are, the quicker you seem to get in.

Similar dynamic within the black community - I can't tell you how many of my kids have been driven to tears by other kids of the same damn race simply because they were a darker shade of black. The "high yellow" kids (yes, this is a term used) are the worst about this.

Wouldn't the existence of terms like "high yellow" suggest there's plenty of hate going in either direction? I've seen plenty of abuse sent the way of "light skin" women by others with darker skin tones. In-group out-group behaviour is depressingly easy to fall into.

Yes, it's used as a derogatory term related to white ancestry. It goes in both directions.

There's also a similar dynamic to Indian culture just based on variations in skin tone, wherein the darkest seem to be on the "bottom".
