Why do they refer to Sebastian by his last name?

His full name is "Horatio Thelonius Ignatius Crustaceus Sebastian".
That means Sebastian is his last name. Seems distespectful to the closest thing to a PoC (beyond that clearly racist blackfish) by his surname.
