It's a small piece of food (corned beef I think) with a bunch of plants next to it to make it look pretty or something.

It was corned beef & cabbage (long since gone), in which the recipe also called for carrots and potatoes.

Because it's the traditional American dish of St. Patrick's Day, which celebrates how poor Irish-Americans were when they came to this country.
