I would say Darkseid but I can't really say that for sure since I always remind myself that Darkseid exists in large part because they made the Silver Age Superman far too powerful to the point it became completely unbelievable that any non-Kryptonian villain could even give him a respectable fight without resorting to the overuse of Kryptonite. So I'll go with the Silver Age Brainiac.

Mother Gothel definitely ranks up there for me as well. She's in a way worse than Tremaine because Gothel abuses Rapunzel's love (which also makes her the more effective villainess since even after Rapunzel leaves, the poor girl still plans on going back) and she uses techniques that may very well be all too familiar to victims of similar abuse.

Yeah, all the sick parallels with her and real-world abusers is what made me like her as a villain. It's also partly why Tangled is one of my favorite Disney movies, since there's a lot of mature elements in there.

Pretty much the same. There's a perfect balance of comedy & mature elements that the two don't onflict, unlike Hunchback.
