No, that article is misleading. It's talking about abstracts submitted to conferences (in China) that were then published- not peer reviewed journal articles. Generally you only submit an abstract to a conference (sometimes before data collection has even finished), and then you present your actual data either in a poster format or in a presentation, which is then subjected to a more critical eye. A lot these conferences have thousands of attendees, which is why sometimes gibberish like this gets through. Not necessarily ideal, but far less of a problem as the headline suggests.
