Are you sure this isn't just something going around on anti-Russietic websites? ![none [none]](./images/smilies/none.gif)
Seriously though, what the heck? What was the possible aim of such a law??

It's supposedly to close a "loophole" in which violence against family members is punished more harshly than violence against strangers. Leaving aside the fact that stronger penalties for beating family members than strangers is actually a good thing, I don't know why they couldn't have closed the loophole by, you know, making the penalties for beating up strangers stronger.

On the plus side if you're related to a Nazi this makes it easier to punch them.

This is reported by many sources. I guess it's genuine.
What does not surprise me is that the Russian Orthodox Church seems to be in favor of this law. Religious fundies have a tendency of believing that the family should have higher authority than the State.
Maybe humanity does not deserve to survive as humans.

Common sense is another word for prejudice.
