It's illegal to discriminate against someone based on race, and (although I'm less sure of this) on sex. Anyway, I'm guessing the theory in this case is that by forcing businesses to formally announce their discrimination, the free market will eventually weed them out. I'm very reluctant to force businesses to do business with people who they don't want to deal with.
If I owned a store and a group from the WBC or some klan members walked in, there's no way I would serve them.

I completely agree, however from a legal standpoint there's not much distinction.
Even if you wanted to deny service to WBC or klan members, you need to be very careful and very specific in how you do it.
